Making Behavior Goals Measurable
Behavior IEP goals are notoriously difficult to write because behavior is complex and context-dependent. But they must be measurable, and that means defining the behavior in observable terms.

Self-Regulation Goals
- When feeling frustrated or angry, [Student] will use a taught coping strategy (deep breathing, taking a break, asking for help) instead of engaging in disruptive behavior in 4 out of 5 observed instances, as measured by behavior tracking data.
- [Student] will remain in their assigned seat during independent work time for 15 consecutive minutes in 4 out of 5 opportunities, as measured by teacher observation data.
- [Student] will transition between activities within 2 minutes of a verbal or visual cue in 80% of observed transitions.
Compliance and Following Directions
- When given a direction by an adult, [Student] will comply within 10 seconds without argument or refusal in 80% of observed opportunities across settings.
- [Student] will follow a two-step direction with no more than one prompt in 85% of opportunities as measured by teacher data collection.
Social Interaction Goals
- During unstructured time (recess, lunch, free time), [Student] will engage in positive peer interactions (sharing, taking turns, conversing) for at least 10 minutes without adult prompting, in 4 out of 5 observed opportunities.
- [Student] will resolve peer conflicts using taught conflict resolution steps (identify the problem, state feelings, brainstorm solutions, agree on a plan) in 3 out of 4 observed conflicts.
- [Student] will initiate a conversation with a peer using an appropriate greeting and topic at least once per day across 5 consecutive school days.
Coping and Emotional Regulation
- [Student] will identify their emotional state and select an appropriate coping strategy from a taught menu of options in 80% of observed escalation situations.
- When experiencing anxiety, [Student] will independently use a calming strategy (breathing exercises, movement break, sensory tool) and return to the academic task within 5 minutes in 4 out of 5 opportunities.
Tips for Behavior Goal Writing
Define the behavior precisely. "Will behave better" is not measurable. "Will remain in seat for 15 minutes" is. Use the IEP goal generator to draft behavior goals, then adjust based on your FBA data and BIP strategies.
