Digital Tools for Formative Assessment: What Works and What to Skip

Digital tools for formative assessment have multiplied faster than the evidence for most of them. The classroom response system revolution of the last decade — from clickers to Kahoot to Mentimeter to Pear Deck — has produced a set of genuinely useful tools alongside a set of tools that create the appearance of formative assessment without serving its purpose.

The purpose of formative assessment is to generate information that changes instruction. A tool that collects student responses without changing what the teacher does next is not formative assessment — it's summative assessment with immediate results. Understanding the distinction sharpens evaluation of which tools are worth using.

What Formative Assessment Technology Does Well

Whole-class response aggregation: Tools that display aggregated class responses (percentage of students selecting each answer, distribution of responses to an open question) give teachers information they can't get from a few raised hands. When used for review of content that has been taught and understood, the gamification increases engagement without reducing the assessment validity. What Formative Assessment Technology Does Poorly

Assessing complex thinking: Multiple-choice response tools measure recognition and recall; they don't capture reasoning, explanation, or synthesis. Teachers who rely exclusively on digital tools for formative assessment systematically under-assess the higher-order thinking that secondary learning should develop.

For complex thinking, formative assessment remains analog: written quick-writes, verbal discussion, whiteboards, or brief discussion-based checks. Technology can support the data-collection for simple recall; complex understanding requires human interpretation.

Replacing instructional dialogue: Kahoot-based review substitutes game engagement for the discussional sense-making that formative assessment can generate. The most informative formative moments are often the follow-up conversations: "Several of you chose B — what was your reasoning?" This conversation is impossible when all students have simultaneously moved on to the next question.

Providing actionable information without teacher interpretation: Many digital assessment platforms generate dashboards, charts, and learning analytics automatically. These visualizations can give the appearance of data-driven teaching without producing the instructional change that data-driven teaching requires. The data is only useful when a teacher looks at it, understands what it means, and changes what they do next.

What to Look for in Digital Formative Tools

Before adopting a new digital formative tool, three questions:

  1. Does it give me information I can't get without it? Hand-raising and cold-calling already provide some formative information. Digital tools should add something — whole-class visibility, anonymity, or response types — that isn't available otherwise.
  1. Will I actually use the information to change instruction? Tools that collect beautiful data that gets reviewed once are not formative. If the workflow doesn't include time to review responses and adjust the next lesson, the tool adds work without adding value.
  1. Does it fit into the lesson or does the lesson fit into it? Instruction organized around Kahoot rounds rather than around learning goals has the tool driving the pedagogy. The tool should serve the instructional goal, not the reverse.
