Multi-Tiered System of Supports (MTSS) is a broader, more comprehensive framework than RTI that addresses the whole child. While RTI focuses primarily on academics, MTSS integrates academic instruction, behavioral supports (often through PBIS), and social-emotional learning into a unified system.
Like RTI, MTSS uses a tiered approach — typically three tiers of increasing intensity. The key difference is that MTSS looks at all factors affecting student success, not just academic performance. It also emphasizes family engagement, cultural responsiveness, and alignment across all school systems.
Many states and districts have adopted MTSS as their primary framework for supporting all students, replacing or encompassing older RTI models.
